Money, politics, the judiciary, and the media do not operate separately – “Circle Defense”, they prop each other up. In Estonia, one does not see a collapsing state, but rather a system that remains balanced at the expense of dissatisfaction. It does not need a secret elite – mechanisms that produce silence, silencing, dependence, and fear are sufficient.
